Purpose: This Initial Study was prepared by an expert environmental consultant retained by Protect Rancho Santa Fe to independently evaluate the potential environmental, land use, and public safety impacts of the proposed Silvergate high- density development (168 dwelling units plus bar/restaurant and recreational facilities) on the site at Via de la Valle and Calzada del Bosque in Rancho Santa Fe.

The analysis, conducted under CEQA and County guidelines, concludes that the project has the potential to result in numerous significant and potentially unmitigable environmental impacts (including Aesthetics, Biological Resources/wetlands/wildlife corridors, Cultural Resources, Land Use/Planning – including inconsistencies with the Rancho Santa Fe Covenant Regulatory Code and minimum unit size requirements -Transportation, Hydrology, Wildfire, and others). These findings support the need for a full Environmental Impact Report (EIR) before any approvals.

Relation to Letter: This document is Attachment A to the accompanying June 22, 2026 letter urging the RSFA Board to postpone any vote, recommendation, or formal action on the Silvergate proposal until the County of San Diego completes a legally adequate EIR, circulates it for public review, and allows meaningful community input. The Initial Study demonstrates why premature action based on incomplete information would be inappropriate.
